yes its right to pay teachers partially as many of the school or college faculty dont put their interest how student performs even most of the school dont even care to check copies they just put a tick mark on every answers which is totally wrong so if some partial pay decision is applied then every faculty will pay full attention make students to do thier work without too much if mistakes and they will care to correct the mistake and overall this will improve the present level of education

the growth of any country depends on the competitive student so the teacher should have to try to be competitive with the student and not by sub dividing the student.this may lead in the present level of education but not in developing the country.
